Gibts ein Linux Tool, mit welchem ich die maximale Netzwerkauslastung einzelner Prozesse regeln kann (ähnlich Netlimiter in Windows)?

Das geht per PID mit cgroups-Support im Kernel: http://serverfault.com/a/382551

Via tc kannst du das z. B. per TCP/UDP-Port steuern.
