warum kann nach neu aufsetzen nicht mehr auf diverse irc server connecten?

zb. auf chello.at bekomm ich diese fehlermeldung:

wie darf ich das verstehen? hab ich was falsches eingestellt? bin zum ersten mal mit so einem fehler konfrontiert, deshalb eher ratlos

thx, hab zwar gesucht aber anscheinend immer mit den falschen begriffen.
