AMD's model numbers for Opteron are not tied to frequency but are relative each to one another, as we pointed out in a story posted early this morning.

Further, AMD describes frequency as outmoded, and is saying its customers "are sophisticated enough to understand the value of total system performance and do not rely on an outdated engineering convention as a proxy".

Which poses another question AMD attempts to answer. If frequency doesn't matter, why buy a Model 244 rather than a Model 242? AMD claims that while frequency doesn't matter between different chip architectures, it does mean different performance within the same architecture.
