Turning to alternative overclocking utilities, I installed Rage 3D's ATi tweaker, Using that, the clockspeeds were being shown accurately at 249 mhz and 201 (x2) for the core and the memory respectively. The problem was, even though you could move the bars, but the figures would be reset. After more reboots and another reinstallation of the utility, the figures would not waver from their default positions.

Half an hour later, a quick search on Google gave me my answer: the Radeon 9200 is locked, which means you cannot overclock it unless you flash the bios to one that has the clockspeed unlocked.
